A few times a year the lower level aka streetcar level is opened up for tours.

Sandee,the streetcar level is open for tours at least twice a year Momorial day and Labor day.
That bridge sure is pretty!
the railroad bridges in the flats area of cleveland are lit up as well.
It’s a lovely bridge, I’d enjoy such a tour, I believe.
I have been on the tour twice.it has been a while since I went on it.But it was well worth it.
